Montreal Protocol Division of the United Nations Industrial Development Organization (UNIDO) organized an online webinar series for the delegations of Republic of Turkey and Republic of Chile.The weekly webinars series (7) took place virtually, on the Zoom platform, starting on 3 November and ending on 9 December 2020, with the moderation by Ms. Natasha KOCHOVA (UNIDO), with the participation of a total of 26 delegates, 11 delegates from the Republic of Turkey.
The custom-tailored, thematic webinars provided an opportunity to delegates from the Republic of Chile and the Republic of Turkey to further broaden their knowledge in numerous subject areas pertaining to HFC phase-down and control in relation to the Kigali Amendment under the Montreal Protocol, as well as the EU F-Gas Regulation No. 517/2014. The webinars were executed and moderated by UNIDO staff and team. Speakers who shared their experiences during the webinar series are experts in the field, including representatives from academia as well as the public and private sectors. The delegates were also able to engage in lively discussions, through assignment tasks and frequent Q&A sessions during the webinar series.
Among others, contributions were delivered by UNIDO, the European Commission (DG Clima), the European Environment Agency (EEA), the Environment Agency of Austria, the Ministry of Environment and Food of Denmark, Ministry of Finance – Customs Department of Poland, the Spanish Office of Climate Change, the European Partnership for Energy and the Environment (EPEE), Refrigerants Reclaim Australia as well as representatives from the National Ozone Units (NOUs) of Republic of Chile and Republic of Turkey and Montenegro. The heads of delegations from both the Republic of Chile and Republic of Turkey further provided expertise with presentations and couple of delegates from Republic of Turkey shared additional thematic contributions in the course of the webinar series.
Based on the interest and needs assessment, it was decided that the webinar series covered the following topics:
• HFC phase-down implementation (Kigali Amendment and F-Gas Regulation – EU No. 517/2014);
• Legislation and institutional arrangements;
• Discussion on the impact of the EU F-Gas Regulation;
• Country control on HFCs (controlled substances and products);
• Voluntary certification, training and certification/regulations for RAC sector and energy efficiency (EE);
• Reclamation and waste management;
• Licensing, quota system and instruments on trade control of HFCs and its alternatives;
• Data collection mechanism and reporting;
• Availability and application of low-GWP, non-HFC alternatives;
• Control measures of the use/handling of natural refrigerants;
• Refrigerant influence in the COP and EE in RAC systems;
• End-users EE standards and regulations linked with refrigerants control;
• Awareness raising, industry and stakeholder engagement.
